Traffic Stop leads to Drug Arrest
On May 20, 2024 at approximately 2:29 p.m., Milford Police Department conducted a traffic stop in the area of Milford Harrington Hwy and N. DuPont Blvd, Milford, DE. During a check of the vehicle’s registration, the officer learned that the vehicle had been involved in active investigation; this prompted the officer to initiate a traffic stop on the vehicle.
The officer made contact with the operator of the vehicle, identified as Kevin Lewis, 66 of Milford, DE. The officer then identified and spoke to the passengers, identified as Wendy Marcelle, 42 of Milford, DE and Marvin Davis, 35 of Dover, DE. Through the officer’s interaction with the subjects, he observed drug paraphernalia.
Through further investigation, a vehicle search was conducted and officers discovered 176 dosages of suspected heroin (approx. 1.2 grams), approximately 5.1 grams of suspected heroin, approximately 5.2 grams of suspected methamphetamine, and several pieces of drug paraphernalia consistent with drug dealing.
All three subjects were taken into custody without incident. They were each charged with the following:
• Manufacture/Deliver/Possession with Intent to Deliver Controlled Substance in a Tier 3 Quantity (Felony)
• Possession of Controlled Substance in a Tier 3 Quantity (Felony)
• Manufacture/Deliver/Possession with Intent to Deliver a Controlled Substance (Felony)
• Possession of Controlled Substance in a Tier 1 Quantity (Felony)
• Possession of Drug Paraphernalia
All three subjects had a presentment through the Justice of the Peace Court 2, where they were committed to the Department of Correction in default of $48,000.00 secured bail and a no contact order with each other. They were ordered to appear in the Kent County Court of Common Pleas at a later date for a preliminary hearing.
